FADM2 – Residency Opportunity for French-Speaking Treasury and Public Accounting Advisor in AFRITAC Central (Libreville, Gabon)

The Fiscal Affairs Department (FAD) of the International Monetary Fund (IMF) is actively seeking a seasoned professional in treasury and public accounting to assume the role of a long-term Resident Advisor at the Regional Capacity Development Center for Central Africa, known as AFRITAC Central, based in Libreville, Gabon.

AFRITAC Central is a hub for providing Capacity Development (CD) support in Public Financial Management (PFM), with a primary focus on treasury management and public accounting. The center caters to nine countries in the Central African region, including Burundi, Cameroon, Central African Republic, Republic of Congo, Gabon, Equatorial Guinea, Democratic Republic of Congo, Sao Tome and Principe, and Chad.

Role and Responsibilities

The appointed Resident Advisor will be responsible for advising governments at a senior level, enhancing treasury management and public accounting capabilities within ministries of finance, and supporting the implementation of PFM reforms. Key responsibilities include:

  • Providing CD in cash flow forecasting and management, treasury single account, integration of cash and debt management, and accounting and fiscal reporting.
  • Conducting workshops and seminars on relevant topics.
  • Collaborating with IMF Headquarters for operational and technical support.
  • Reporting to the director of the center on daily activities.
  • Frequent travel to member countries for on-site support.
  • Developing and implementing a work program under guidance from FAD headquarters and the center director.
  • Coordination of CD activities with other technical partners in the region.

Qualifications for French-Speaking Treasury and Public Accounting Resident Advisor

Candidates should possess:

  • A university degree or equivalent qualification in a relevant field.
  • Minimum of 4 years of relevant professional experience; candidates with at least 10 years of extensive practical experience in senior or advisory positions within ministries of finance, central banks, or related fields will be prioritized.
  • Excellent written and oral communication skills in French, with a working knowledge of English.
  • Proficiency in computer applications and information technologies (Word, PowerPoint, Excel).
  • Experience in project management.
  • Strong interpersonal skills and an ability to work effectively as part of a team.
  • Ability to transfer technical knowledge and maintain effective relations with national authorities and donors.
  • Flexibility and adaptability in a multicultural environment.
